On Mac OS X, there is an "Apple Type Services" Toolbox (and the alternative of using the OS X Print Manager to create PDF files).
Assuming you are a Carbon application in Mac OS X, those same (or most of the same) ATS routines will work on 8.6 and later with the Carbon toolbox installed.
If you are a plugin for Acrobat, use the plugin APIs.
Of course, the better question is why are you bothering with those old OS's in today's world??
