Picture CD's are mostly useless to me due to the low resolution of scanning. I've used Photo CD's (5 levels of resolution) over the years with very good results - YMMV - from a local source.
My understanding from that local source is that Kodak is no longer supporting the equipment that they originally brought out to do Photo CDs. My local source use to charge me approx $1.75/scan based on volume of scanned slides.
