I believe it has to do with the size of the lens mount. You should ask Nikon:-). Seriously, if the noise can be controlled, the size of the sensor becomes somewhat irrelevant.

If they're going to cram 16 MP onto a chip that size, why not just make a
24x36mm sensor?
