Irfanview will do batch rename pretty easily and it's free.

Be sure to download/install the plug-in file, too.

I believe it will batch apply IPTC data as well, but I use BreezeBrowser 
Pro for that and my other organizing functions.  BreezeBrowser is not 
freeware, but not too expensive, either.
