If you don't see it it ain't there!
Just to be sure, check the "Startup" group in your programs start menu 
(START BUTTON > Programs > Startup). If you find it there, right-click 
on it and choose "delete".

I don't think you'll find it; it's not installed by default with 
Photoshop and it doesn't sound as if you've installed it yourself.
