Indeed.  An example, here in California, is the recently-enacted legislation
prohibiting use of anything other than a hands-free cellphone while driving.
Even those proposing the law concede that hands-free cellphones are just as
much of a distraction, but banning cellphones outright would be unpopular.

This bill, and several others just as ridiculous, are brought to you by
Joe "there ought to be a law" Simitian.  Every year he sponsors a bill on
whatever topic that got the most requests (measurement technique unknown).
I suppose this is giving people the overnment they ask for, but ...
