I can understand how you feel.  I dislike the sometimes walls off Girl
Scouts outside the local grocery stores. :-)   I also get phone calls
from the Idaho Falls (a city 200 miles away) Fraternal Order of
Police, asking for donations.   That happens several times a month. or
several times a week.

The reason they keep coming back is 1) it's likely not the exact same
individuals, 2) people change residences, or 3) life circumstances
change. An athiest may not be interested in God today, but possibly
some event has occurred in their lives that would make them more
receptive next month, next year.

Overall though, the slight bother by being interrupted by people or
things we may not wish to hear about, is worth the price, and far
better than living in a society where free speech, access, and actions
are restricted based on the whims of those in power, or the the
courts.
