Maybe you should buy one "seat" of PADS, then? Instead of upgrading your 99SE "seats"? Ugh, I can't stand software marketing lingo. Hey, what "platform" is your "seat" on? Be careful - don't let your "seat" roll off the "platform"! Doing so could adversely affect your "enterprise IT synergies". ;-)
That way you will be able to satisfy both types of clients - those that prefer you use PADS, and those that prefer the use of Protel (or don't care). And when a prospective client asks you what EDA software you use, you can say something other than "We have both kinds - 99SE and DXP"**
Personally, I like 99SE, and plan to stick with it for the foreseeable future. That means until such time as we need something more, or have to add more "seats". Or all our PC hardware is dead and no new OS's exist that can run 99SE. That could be a very long time - we know how to keep that old PC junk running.

it seems that everyone i am working with lately uses PADs and no one that i encounter in the last year or so uses protel / altium
this has made for some unpleasant business situations (lost work)
and BTW the power plane DRC thing i mentioned a few days ago (no one replied!) has me wondering about the real capabilities of protel vs powerpcb
as the price point is starting to approach pads i think they may be in for a rude awakening
