Yes, but.....

It needs to have the header look just like Protel's Gerber header. Make a simple PCB and create a gerber to see what it looks like. If it is an RS-274X gerber format (embedded
apertures) then it will need to use only the apertures that Protel uses.

 I usually never mess with gerbers (I
hate the things) but someone I know asked me to make changes on his design
and he only has the gerbers.
I am assuming that you can't import with Protel since every time the word
gerber comes up the forum the mention of Camtastic is not far behind (what a
great marketing name on that software package)
I do NOT use Camtastic, and haven't really seen the need. I have never done this for real, but have imported some Tango Gerbers, just to prove I could massage the file headers and read the Gerber. If the Gerber is already from Protel 99, then no problem. If it is RS-274D (non-embedded apertures) you will need the aperture list, and have
to type it in.
