Some have auto exemption due to being Medical etc. But I have not seen a decent document explaining it in terms that apply as most seem to assume 100's of K units a year.

In addition to what has been said, it can be expected
that the current exemptions are going to fall within
a couple of years. As soon as one competitior is able
to produce an exempt product leadfree, he'll announce
that fact as distinct marketing advantage. Then a
while later the law makers assume that the technology
is up to date and withdraw the exemption.

So don't relax just in case you're now in an exempt
field. I'm not producing myself, but have it outsourced.
These guys charge a bit more to be able to produce
leadfree. Fair enough.
