Yep,

Mechanical Layer 3 has always been the default for board outline, Keepout layer 
(of course) for the keepout and Mechanical Layer 14 for any documentation such 
as special pcb material etc.

  Exactly... I find that board outline and keepout layer have some
  relationship, but are not the same in many boards. So instead of relying on
  "tricks" to make one fit the other, I just use separate layers. There are
  enough mechanical layers to be able to spare one for the board outline :)
  This way the keepout layer can be set according to the requirements,
  independently of the board outline. I also find it easier to work with a
  very small track width on both, so that the track locations match the
  requirement locations (without having to add the track width in my mind).
