Roger,

Assuming that you have Admin Rights as Brad pointed out:

Shut the System down, unplug it from the Network, and then reboot it.

Install Protel99SE from the CD and put the Access Code in when it is asked
for.

Seperately Install Service Pack 6

Launch Protel99SE and click on the Design Explorer System Arrow in the Main
Menu (big arrow pointing down in the top row all the way to the left next to
File).

Select Security, and then seperately click on each entry in the Security
Menu and then click on the Unlock button for each entry.

This should get everything working, and you might even be able to just go to
this last step all by itself, but I would at least unplug the Network first.

Hope this approach works. It works fine on two of my systems which are
running XP Home. Should not much different or a problem with XP Pro.
