GNU tar on Windows, I think.  At least, pointing out the GNUish --mode
switch has helped people to fix it whenever I've muttered at them about it.

Ive not experienced this problem with cygwin tar, but ill keep an eye
out for it.

Because I test *everything* that the PAUSE tells cpan-testers about,
which includes unindexable distributions.

Er, so you want a metric to tell people about how their rejected
upload to PAUSE isnt going to work right?

That doesnt sound like a very useful metric. If PAUSE doesnt index it
then you shouldnt test it as its already failed the most important
metric there is.
