I'd suggested another name, but since Unicode::Normalize has already
been taken I can only think of

  Unicode::UTR15   # not appropriate, since it doesn't cover KD and KC
  Unicode::FormC   # not appropriate, since it covers NFKD
  Unicode::FormCD  # ugly
