My tests always change into the t directory, which really fools Devel::Cover.
But I have at least one project, which has a subdirectory in t/ and some
tests live in that dir and change to it (e.g. one below t/). Which not only
made Makefile.PL hackery neccessary, but also screws Devel::Cover even
more...

I don't know about official rules about where to put tests...
