Yes to READMEs, probably no to config scripts. Parrot would go in first, and leave configuration information sitting around for things built on top of it, just like gnome-config or Config.pm. -- It took the computational power of three Commodore 64s to fly to the moon. It takes a 486 to run Windows 95. Something is wrong here.
