Yes, I think they both deserve a mention, though I'm not personally fussed about the order in which they appear. Strawberry Perl does have the ppm utility, too. At least it definitely used to, and I *think* still does. However, I'm not so sure that it will continue to ship with a ppm utility long into the future. Similarly, with ActiveState, I always install the zip package (which also doesn't need a system install).
