I would add Strawberry Perl at http://strawberryperl.com/
which is designed to be an open source perl for win32 that
is as compatible with posix platform perls.

Since it is open source, I would give it first billing.
For me, it has become my win32 perl of choice.  I take
advantage of their Portable version which does not even
require a system install to use it.
