Looks like eastern queens have similar abdominal markings, not that the exact species is critical to know: https://bugguide.net/node/view/9256 (I'm usually identifying workers). Vespula sp., fertile female, not a collection risk but can sting. Will cease to be an issue after first frost, but it does indicate that there is an opening on the outside of the building.
