I read it as more of "let's package a bunch of these small utilities together into a single project", such that installing one installs them all (e.g. aptitude install pg_tools), and they all have a single bug tracker, etc. That tracker could be github, of course. I'm not convinced of the merit of that plan, but that's an alternative interpretation that doesn't involve our beloved pgfoundry. :) Oh, and -1 for putting it in core.
