The changes are in my local workspace, and webrev even listed the file
in the change set, but for some reason it didn't link to the diffs.
That's bizarre.
Anyway, I generated the webrev again, and mysteriously, this time it
linked to the diffs. I have changed nothing; I only re-generated the
webrev and re-rsync'd it.
