Because you have changed the function:
get_publisher_last_update_time()
to not load catalogs, so I didn't change the previous webrev for the GUI
too much, just synced with the current gate and ran few tests. The
webrev is available at:

It is *the* webrev, so any comments welcome.
I did ran few smoke tests both for the PM and WebInstall and everything
looks fine. Also John was testing the webinstall functionality so there
shouldn't be too many bugs.
Please note that your api webrev needs some rewrok as it doesn't apply
cleanly and there are some conflicts.
