Alright, I wasn't able to speed up load_catalogs() due to some odd
behaviour I need to discuss with someone else, so I will save that
change for another time.
However, you still should not need to call img.load_catalogs() whenever
you are using the api functions. They automatically do so internally.

if load_catalogs had not been called
* Fixes a bug in add publisher if alias was defined
* Fixes a bug in manifest translation of old manifests
* Adds a test for add_publisher alias case
