I'd say that with -v, absolutely -- a warning can be printed.  Otherwise,
it probably depends on the "importance" of the package, which has something
to do with whether the package delivers an application or supporting bits,
and something to do with whether the user explicitly asked for its
installation at some point, and maybe some other magic goo.
