Yeah, another bug is probably the right answer.
You can test half of it pretty easily by making sure that the English
strings get into pkg.pot, which ensures that they'll get translated. You
can test the other end of it a little less easily by taking the clause from
pkg.pot, copying it to, say, de.po, and filling in msgstr with a suitable
translation, building (to make sure you get a new de.mo), copying that into
place, then running whatever test you can do to make the client emit the
message, only run it with LC_MESSAGES=de_DE.UTF-8. There may be a way to
point to a different location to the .mo files than /usr/share/locale, but
I don't know what that is.

As soon as I get another +1 on the other bug, I will go ahead and send
