Hi folks,
this is a code review request for putting in an additional message to
tell the customer that the entitlement checking infrastructure is down
due to maintenance and therefore access can't be granted.
It uses the mechanism already in place for the other messages so it's
basically just a review of the wording.

Note, that this message is only coming up when the repo is up but the
entitlement infrastructure is down due to maintenance. If we want to put
something in which prints a nice message for when the repo itself is
down for maintenance we would have to check for 503 return codes.
Currently we print something along the lines of "service temporarly
unavailable" which should be pretty clear.
