This does - without any doubt - allow porting GPL to non-free 
Operating Systems.

We all should keep in mind that GPL Version 2 was written 1991. At 
this time using an free OS really was not common - linux was in its 
very early stages far from beeing an reliable OS. Free software at 
this time had to be linked to non-free operating systems.
