The default Allura permissions were too tight.  I have now changed
those so PLplot core developers like you now have the same write and
update permissions as the admins.  Does an edit button now show for
you?

If so, then click on that to get to the edit page where there should
be a menu allowing you to change the status of this patch from open to
"closed-out-of date".  And similar edit buttons should now appear for
the bug, feature request, and support request trackers.
