Sorry.  So far I have not found any decent documentation for how
Allura allows project admins like yours truly to set up permissions
for developers.  So I have been exploring various permission GUI's but
missed one obvious choice for setting permissions for ticket (patches,
bugs, etc.) items. I have now fixed those permission bits to allow
ticket editing for all core developers like you.  So please try again,
and thanks for your patience.
