I am confident that the fix works for all our Windows environments, as I use 
the WIN32_OR_CYGWIN variable to control the logic in plInBuildTree. When I 
tried it earlier with a more restricted fix (using the C macro WIN32), the 
whole comprehensive test ran fine. I do not have time right now to repeat this, 
but testing an example manually did what it was expected to do.

I will run the comprehensive test tomorrow.
