Since I haven't gotten any more feedback, I finished up icon functionality my way and have tossed her up on the web.

Both sources and a Windows binary are there.

All the basics work - registration under Windows (not Linux yet), saving, and loading channel data and icons.

Still to-do are things that we didn't think of in the discussions - packaging up exclusion lists and unregistering - plus the Linux registration. Cross-process communications with Desktop may have to wait, since I can't find any sign that Desktop would be expecting a message sent yet.

Feedback would be very appreciated.
