Jun 25 16:21:23 Devil7 syslogd 1.5.0#5ubuntu3: restart.

So at 15:33 I inserted the Ultrabay drive. At 16:11 I had a kernel
panic. At 16:21 I rebooted.

Hmmm. A flaky drive or drive connector?

That would explain a great many problems that have been having.

When I rebooted the Ultrabay drive was not inserted. I'm going to
continue to use the computer as usual and see if I get any more kernel
panics. If I do not, then the Ultrabay drive must be the culprit.
Troubleshooting may be difficult, but first I want to convict it.
Meantime, there is no point in continuing to fix rdiff-backup options
until I resolve the media issue.
