Most people will use 'xfig' for line drawings that will be included
in TeX documents. I do not know if latex with xfig inclusions can be
handled by tex2html. Can you tell us after you do the experimentations?

Do you mean make special typefaces? For this there is no better tool
than metafont. Donald Knuth's "The Metafont Book" (volume 3 in the
series, "Computer typesetting") is the proper tutorial By the way
the copy of this book in Rizal library has been borrowed only two times,
which is sad for such a nice work of art.
