Since there was no clear-cut definition of what qualifies someone to
become a PLUG member, we took the initiative of defining it in the
constitution, along with the qualifications.

I forwarded a proposal for the aforementioned institutions a few weeks
back and was approved on the board meeting of 15 December 2004.

The qualifications for juridical/institutional membership are
enshrined in the new PLUG constitution we drafted. Since the PLUG
mailing list seems to have a limit in the size of the attachment, and
that the PLUG web site is yet to undergo renovation, it was then
decided that anyone who'd want to get a copy of the constitution would
have to direct an email request to me. We'd be uploading the
constitution as soon as the site gets revamped.

We don't have a provision for lifetime membership in the constitution.
I do think that this is one issue that would require constitutional
amendments - fortunately the mechanisms for such are also specified in
the constitution.
