Some Gainward fans are fanless. Like the Nvidia GforceFX line. Great performance and not too expensive. From personal experience, I would not recommend Inno3D cards although they're relatively cheap. If you want you can remove your video card's fan, and buy a video card hsf for it. Makes it more reliable when the fan gets stuck, the heatsink is still there to prevent it from frying.
For PSUs, I highly recommend Antec. Get those with suitable voltage for your rig (ie >= 400v recommended for AMD AXP) and if you have lots of hard drives, etc. It also helps to have a good AVR and UPS to protect it from power zaps. -- Marie Charisse L.
