here's an idea.

get the SEC registration number of PLUG as a non-profit organization.
write a letter stating that the CD's are for PLUG redistribution. get
a letter from the PLUG secretary requesting the release of the CD's
and explaining that, as a non-profit, PLUG is redistributing the CD's
at nominal cost and will not sell them.

kung ganoon pa rin ka kapal mukha nung customs person, time to think
of complaining.

i think they just tack on high customs "fees" in the hope of
extracting a bribe from you (hence their extreme surprise when i
actually *paid* the fees; also the surprise of the %#$%$! MMDA traffic
enforcer when i handed over my license). these government types don't
actually EXPECT you to obey the law!

anyway, if you have those documents, it will be obvious that you don't
intend to pay the fee and that the fee is unjustified. there are other
customs people there at MCPO, and not all of them are crooked. maybe
you can get a fee re-appraisal when you show your documents.
