In the Personal Telco Project context, we don't have a "blacklist" so that doesn't even come up, but we do have a "whitelist", that is a set of mac addresses that don't need to navigate the spash page. For the last several years I have been using pre-authorized, which is more descriptive of what it is and is much less likely to be misunderstood.
