First: why do you want to use it in iPeng at all? Wouldn't QuickSwitch
(swiping right on the target player) be much faster?

Second: the reason it's not on the main menu is because it's a
player-specific command and player-specific commands don't always work
correctly on the main menu if you have groups of synchronized players.
iPeng's main menu always acts on the master of a sync group, not the
player you have selected. I'm not 100% sure what SwitchPlayer does if
you switch from a player in a sync group but if it only stops that
player the wrong one would stop in some cases.

There are several reasons for this behavior:
1. Only the master of a sync group is guaranteed to have the current
state. For example, if a player in a sync group with power state "off"
is selected it could lag behind in the NowPlaying state.
2. It completely did away with a common problem a lot of Controller (and
earlier iPeng) users had who were not aware that they had selected a
different player in a sync group from the one that was playing. If they
now e.g. start a new album on that other player there was a common
problem that they would for example wake someone up in a bedroom at
night because the power state of that player changed - accidentally.
This never happens in iPeng (unless you disable group control) because
iPeng in such a setup would always send the command to the master which
is always "on" if at least one player is "on" (other wise the master
changes).
3. It also solves a problem where different services and accounts are
configured with different players meaning content shown for one player
might not be playable in a group (where the master determines what is
playable).
