Regarding the first part, yes volume changes and skipping worked But I
had to reselect the device between each skip. The selectable LMS device
came and went every 30-60 seconds. Sometimes it was almost impossible to
get the selection to long enough to hit Skip. Before the latest LMS
update the selectable device could both be gone for hours and stick for
hours. It certainly seems that for me the behaviour changed quite a lot
with this last update. 

Regarding the second question: No, it's just an ordinary Windows Home
64. Maybe it could still be a problem of permissions?
