It still happen's in the afternoon (UK time) but I noticed no problem at all on Saturday's and Sunday's suggesting it has something to do with demand on the RP servers. During weekdays the stuttering lasts for about 10 minutes in the hour but there is no discernible pattern other than it happens regularly.
