This is one of the things that the Material app makes *much* easier! Anyhow, in Fully 'Settings' > 'Web Zoom and Scaling' > Uncheck 'Use Wide Viewport' and then you can set a value for 'Initial Scale' As to the value here, its different on different devices - on my Nokia 6.1 275 is about 100% standard zoom.
