I seem to have the same problem with the Access Rate limit exceeded for message.
I had been running a spotify family setup with 5 accounts since March this year. All working like a charm. Today however playlists turned empty for a few accounts. I could not get them back so I chose to re-register the family user names in spotty. Now it does not want to add the seperate users and I see multiple entries with my (master) account name. Meanwhile the Access Rate limit exceeded for message is stated each time.
