I installed it OK on a Ubuntu system running 8.1.1.  There is nothing in
the plugin  or repository that stops installation in 8.1

As Windows requires a support executable, there are two versions of
WaveInput in the repository: one for Windows and one For Linux.  So if
you enable plugin logging you will always see " entry WaveInput does not
match, wrong target [unix != win]" as LM rejects the Windows version. 
The Linux version is accepted quietly.  If you do not get an error with
"Error" level logging - there is no error.

I presume this is edited - as I have never seen this message.  To post
URL without being parsed just put a few spaces between "http" and "://"
instead of mangling things totally.

Did you restart LMS ? LMS must be restarted to install the plugin.

Check WebUI Settings/Advanced/FileType to see if therer sia filetype
called "WaveInput" near the end - after "WAV" and before "Windows
Media", "WMA Lossless"
