Makes me think of the debian, or rather Ubuntu repos, split between "official" and "universe".
In general I don't like the idea of being able to install anything via Extensions Downloader without any distinction between recommended and other/beta plugins. Extension downloader is here to ease installs, obviously tight control over content and versions is necessary to make sure the install does not break. If I want to wreck my server, then I prefer do that manually.
