SOLVED!!! I had an older version of SvrPowerControl in my Caches/SlimServer/Installed Plugins folder. I deleted that, and the custom command and label are now sticking.
One point, which may be my misunderstanding. THe info on custom commands says that they will show up in the SvrPowerCtl menu. I took this to mean that in the Settings page, it would appear as one of the items in the menu of choices for various situations.
