In itunes, with iTOUCH connected to computer, click on your iTOUCH on the left panel, then you'll see a bunch of tabs in the right panel with info on your itouch, and what you want to sync, etc. go to the apps tab and make sure you've selected the iPENG app to be synched to your iTouch. Then resynch your iTouch to itunes and that should put the app on your iTouch.
another way to get it on your itouch is to go to the itunes store by accessing it FROM YOUR iTOUCH ITSELF. Should be an app already on it for the store. Then search for iPENG and add it directly. But, either way should work. I think you're somehow not synching it to your iTOUCH.
