Download the file and unpack it with your favourite extractor. On the
command line for most Linux distributions, you can use 


tar xzf libspotify-*.tar.gz


to extract it. You will now have a directory called something starting
with libspotify-. Inside, you should find a README worth at least
skimming through.

the bottom three seem to be arm specific and it was posted yesterday,
Am I misguided in my assumption?

T thought this was all that would be needed to enable squeezeserver
running on arm processors to transcode and stream to the older devices
like my Boom / receiver. (With the help of a great plugin :-))
