Yep. Polipo is unfortunately stagnating.
As you may have noticed, I've moved on to other things, and no longer
have time to maintain Polipo myself. I've been looking for a maintainer
to take over (with my help).
A year or so ago, on advice from the Tor people, I gave the
maintainership of Polipo to Chris Davis. Chris converted the Polipo
history to Git format (which I don't object to), then moved it to where
I don't have write access, made a number of changes I disagreed with,
and finally disappeared.
In order to get back to working on Polipo, I'd need to set up a new
repository for Polipo that I control, then revert all of the changes
that I disagree with. Since I'm rather busy right now, there isn't
a chance in hell that will happen before next spring.
So I'm really sorry to say that, but unless somebody comes up who's
willing to maintain Polipo (and listen to my advice, unlike Chris did),
you'll need to wait with your patches until I find the time and energy
to restore the Polipo tree to a state I'm happy with.

P.S. For now, all I can offer you is a Mac LC4 upgraded with a full
68040 and 24 MB of memory with a magnificent grayscale A4 monitor.
Yes, it runs both System 7 and NetBSD fine. You'll need to have
somebody pick it in the 13th area of Paris.
