I also think that the plan was to implement something post haste, (I also believe that Judge Halloway's ruling from Friday will be overturned....I looked at the Executive Order and personally I believe it passes Constitutional muster and is within the confines of the Executive Branch); but that we will see a much more complex plan and instrumentation advanced and soon.
