I did this yesterday, and for you to ignore it is typical.

I repeat, *"Whether You Like It~~Or Don't Like It;  It Is~~What It Is"* and
the words are quite clear, concise and distinct.  Article II,  Section II:

*"The President shall be Commander in Chief of the Army and Navy of the
United States, and of the Militia of the several States,"*

(Please Take Note Of The Commas!)

As compared to Article I, Section VIII;  Paragraph XI:

"*To declare War, grant Letters of Marque and Reprisal, and make Rules
concerning Captures on Land and Water"*;

(Emphasis added....I hope this helps you!)
